Port Moody to mull 12-Storey care facility amid public concern

At an upcoming council meeting, the City of Port Moody will discuss giving a second reading for the Kyle Park Senior Living project. 

The proposal, situated at 2505-2517 St. George Street and 123-129 Mary Street, calls for a 12-storey tower rising from a four-storey podium. It includes 135 full-service independent/assisted living rental units and 48 suites for memory and complex care residents. 

 

Project History and Public Concerns

The current design reflects multiple revisions since the developer, Kyle Park Senior Living LP, submitted the initial 14-storey proposal in 2023. The Council referred back the original plan in October 2023 for being too tall or requiring relocation. The site is now located within a Provincial Transit-Oriented Area (TOA), which allows for developments up to eight storeys. The developers adjusted the height and replaced planned ownership condominiums with more rental units. 

Following the first reading in July 2024, Council directed the applicant to position the 12-storey tower on the west side of the site. This was done to “minimize the shading impacts on adjacent properties”.

Public feedback has shown more opposition than support, with 70 opposing comments compared to 18 supportive comments recorded by September 1, 2025. Concerns raised by the community mainly focus on the building’s height, the potential obstruction of views, and increased traffic.

The project requires the dedication of approximately 302 square metres of land to the City. This land will be used to expand Kyle Park, which is adjacent to the development site. The developer is also obligated to provide Community Amenity Contributions (CACs) estimated at $669,576 and a Density Bonus payment of $350,000. These funds, along with the park dedication, will be secured through a Development Agreement.
