Dog owners in Port Moody now have expanded off-leash access at Bert Flinn Park with the introduction of a new pilot program. Starting this week, dogs may be off-leash between 6 a.m. and 10 a.m. on the Morning Off-Leash Mini Loop, a trail branching off the park’s existing gravel off-leash route.
The City of Port Moody announced the one-year pilot project on Sept. 15 in a news release. The new loop is limited to morning hours, while the existing wide gravel trail remains off-leash at all times. All other areas of the park continue to require dogs on-leash under Bylaw No. 3343.
“We know that pet owners are looking for more places where they can take their dogs off leash,” said Mayor Meghan Lahti in a statement. “The expansion of the current off-leash area for a one-year pilot period aims to balance access for dog walkers with ecological protection and safe enjoyment of the park for all users.”
Dog walkers are reminded to keep pets under control, remain on marked trails, and clean up after their animals. Red waste bins are available at both ends of the gravel trail.
The city also reminded residents of parking limits around the park. Vehicles may not be parked adjacent to another person’s residential property for more than three hours between 7 a.m. and 7 p.m. on weekdays, in line with Bylaw No. 1528.
City staff will monitor trail use, ecological health, and bylaw compliance throughout the trial. Residents can share feedback online at portmoody.ca/offleash. A report with findings and recommendations is expected to go to council in late 2026.
