Port Moody has new plan to deal with construction and trades parking woes

The City of Port Moody is working on a plan to better manage construction and trade parking in the community. The City’s Iniatiative and Planning Committee will discuss a proposed new policy at a meeting today.

In a report, staff noted that as development continues to surge—spurred by the Evergreen Line and new provincial housing mandates—Port Moody faces an increase in complaints about construction-related impacts, especially parking and traffic disruptions caused by trades and construction vehicles.

To address these concerns, city staff have introduced a draft Construction Traffic and Trades Parking Management Plan Policy. The policy aims to provide clear guidelines to developers, reducing noise and disruption, improving public safety, enhancing monitoring, managing construction trades and vehicles, and holding developers accountable.

What’s in the draft policy

The new Construction Traffic and Trades Parking Management Plan Policy would require most large-scale projects — including infrastructure upgrades by BC Hydro, Fortis, or Telus — to submit a detailed plan before construction begins. Smaller projects, such as single-family homes, may be exempt or allowed to submit simpler plans.

Highlights include:

  • Construction traffic detours: Any road closures or rerouting must be assessed by a professional engineer, and projects that affect bus routes will need TransLink sign-off.

  • Timing: The Plan shall be provided in conjunction with the submission of a building permit to ensure there is sufficient staff time to review the proposal prior to the start of construction
  • Vehicle staging: Equipment must be staged on-site whenever possible. If that’s not feasible — such as during underground parking construction — developers will need to secure off-site space before requesting road-use permits.

  • Trades parking limits: Builders must prioritize on-site parking. If tradespeople need to park off-site, developers must provide a shuttle if the site is more than 400 metres away. Temporary parking zones may be allowed — but developers will be on the hook for costs.

  • No parking in sensitive zones: Trades parking can be banned outright next to places like Eagle Ridge Hospital, parks, libraries, and city facilities.

If the site is a municipal property, including parking lots, the use of the site will be dependent upon the issuance of a licence to occupy and payment of rent. The policy also enables the city to restrict parking in sensitive or high-demand areas such as hospitals or parks.

To enforce compliance, the city will take a zero-tolerance stance, requiring refundable security deposits of $2,000 for small projects and up to $10,000 or more for larger developments. Non-compliance may result in the city using these funds to carry out corrective measures.
