Coquitlam Council will consider tonight whether to grant a third one-year extension to a townhouse development that has been awaiting final approval since 2022. Staff are recommending that Council extend the third reading of the zoning amendment bylaw.
The applicant proposes to rezone the property from single-family (RS-1) to medium-density apartment residential (RM-2) to build 42 stacked townhouse units over three storeys. The project first went to a public hearing in November 2022, where the Council granted second and third readings. Under the City’s Development Procedures Bylaw, staff can approve a single one-year extension, which pushed the bylaw’s expiration to late 2024.
Council later granted a second extension to November 2025, citing delays and uncertainty created by new provincial Transit-Oriented Area (TOA) legislation.
In June 2025, the City adopted new procedures allowing for a third extension for bylaws set to lapse before the end of 2025. The applicant is now requesting an additional year to continue working through the remaining servicing, legal, and financial requirements needed before the project can return to Council for final adoption.
Staff say the applicant has made progress since the last extension and that additional time will help complete the outstanding technical items. There are no immediate financial implications for the City. Staff are recommending that the Council approve the extension at tonight’s meeting.
