The City of Coquitlam has scaled back proposed land use changes in the Southwest Shoulders and Corridors after residents raised concerns during summer consultations. In a news release issued Nov. 18, the City said the revisions respond directly to feedback gathered during the second phase of engagement for the Transit-Oriented Areas (TOA) Update.
Staff briefed Council earlier this week on updated land-use, parks, transportation, and servicing concepts for Stage 2 of the TOA project, which includes both provincially mandated Transit-Oriented Areas and the City-led review of neighbourhoods. According to the Council report, available here, the revised concepts address concerns about density transitions, townhouse expansion, and park access.
The City has significantly reduced areas proposed for townhouse use in several Southwest Shoulder neighbourhoods, including Oakdale, the southern portion of East Burquitlam near Roy Stibbs Elementary, and the West Austin Shoulder.
Areas removed from this designation will remain small-scale residential to align with new provincial requirements that permit multi-unit housing on most single-family lots. Only small pockets with stronger resident support remain identified for potential townhouse use, the news release says.
In the Southwest Corridors, all proposed land use changes east of Blue Mountain Street have been removed. Staff said this adjustment reflects community concerns about development intensity in those areas.
The updated plan includes two new park sites: One at Guilby Street and Sydney Avenue, and another at Morrison Avenue and Dogwood Street. The City is also proposing expanding Mountain View Park and improving several existing parks. Revisions also include fewer new streets, signals and roundabouts and more walking and cycling links for active transportation connections.
Next steps include preparing draft amendments to the Official Community Plan, which will return to Council for consideration in early 2026. A Public Hearing will be scheduled before any changes are adopted, giving residents another opportunity to provide input.
